The president cannot amend the constitution.

The procedure to amend the constitution is as follows: before the end of its term, the current Legislature has to propose the amendment.

And the new Legisture on its first Monday after it takes office, has to deliberate on the amendment to either approve it or reject it.

Here in Chicago, there is an organisation named Haitian Congres to Fortify Haiti that is running a campaign on dual nationality.

I happen to be the chairman of the committee working on this legitimate subject.

We did many conferences on this to try to educate people and get more exposure on the notion of dual nationality.

We're planning to organize an international conference in Haiti in September 2009. This is an alienable right that we cannot aford to lose. You're right to be concerned.
