Lillian, I wish that you have elaborate more on your question, beside just government funding.

As you may know govt. funding in the US is quite different than what it is in Haiti.

In the US you have a tax base on which projections can be made, in Haiti, a tax base is almost non existant and their funding is mostly bilateral and multilateral aid, i.e. donor countries and loans with hefty interests.When they are not received, the government runs massive deficit, back pay for employees resulting in the corruption that you have mentioned before..

Most of the times these so called aids are not in the hand of the Haitian government to carry out its intended programs.

These aids are controlled and managed by the US AID, an organization contributing greatly to the haitian corruption.

While representing Haiti, you should ask yourself a few questions, Why is it that these so called international organizations have most of their missions in black countries?

Why is it that they are still running funding model for those countries in need that they know do not work. Is there one of those black countries that the UN has done a mission in that is developped?

Haitian corruption and problem can be fixed, but massive investments ought to me made to reverse the cycle of despair and implement the elements of control for checks and balances
