The only way that we can fully use the decentralization idea is for the government to decentralized itself.
According to the constitution, we have 9/10 departements, why not have an elected official (Ministre/ Governor Provincial) from that particular department run it; money from the national budget can be spend at that level.
Also, move the capital of Haiti, out of Port Au Prince, because it will be the capital of the departement de l'ouest (too much power).
Specially rightnow, you can rebuilt Port Au Prince as a capital, too much......
